Rehabilitation and retrofitting play a crucial role in improving the health of a structure by ensuring its safety and functionality. This allows us to enhance the service life of the structures thereby maintaining its historical, commercial or cultural significance. The exercise is crucial for a nation like India that has a plethora of infrastructural facilities spanning across various ages, materials, designs and utility. These structures, both old and new, are continuously under duress due to environmental conditions, unforeseen loadings or inherent defects and require interventions for secure usage. A delay or an unscientific approach in tackling this issue can exacerbate the problem technically as well as economically. It is, therefore, imperative that the art of maintenance and repair of structures is driven towards developing effective, sustainable, and economic techniques and solutions.

The International Conference on Condition Assessment, Rehabilitation & Retrofitting of Structures (CARRS) is designed to be a knowledge exchange platform to cater to the highly interdisciplinary area of condition assessment and strengthening of civil infrastructure. CARRS brings together the research community, practicing engineers, contractors, academicians, and government agencies to jointly discuss various aspects of rehabilitation and retrofitting. The first edition of CARRS was held at the Indian Institute of Technology Hyderabad in 2023 with vigorous participations from academia as well as industry.

CARRS-2025 is being organized at the Indian Institute of Technology Roorkee, the oldest technical institute in Asia with an illustrious history of 175 years. The institute is among the foremost institutes of national importance in higher technological education and in engineering, basic and applied research. The Institute offers bachelor’s degree courses in 10 disciplines of Engineering and Architecture and Postgraduate's Degree in 55 disciplines of Engineering, Applied Science, Architecture and planning.
